The FHA's CWCOT (Claims Without Conveyance of Title) program, which has been in effect since 1987, encourages third parties to purchase assets at courthouse foreclosure sales and post-sale online auctions instead of having servicers convey the assets to FHA asset managers. The program has become a larger and larger part of the disposition strategy for properties with FHA-backed loans over the past few years. Our panel of experts will address the future of the CWCOT Program in the post-COVID-19 environment, and recent enhancements to the program benefitting the FHA, customers and servicers.

Part of his mission is to grow the Auction.com marketplace and client base while offering next-level solutions for buyers, sellers, and neighborhoods. As a finance/mortgage industry veteran for more than 20 years, he has held roles in default servicing, portfolio management, and capital markets for Citibank, Fannie Mae, and GMAC.


Reg Shepherd

Executive Principal, Client Relations at Xome 

Reg Shepherd joined Xome in 2015 and currently serves as Executive Principal, Client Relations. In this role, Reg is responsible for supporting the company’s growth initiatives and cultivating new and existing relationships across financial institutions, servicers, and government agencies. With more than 21 years of experience in real estate services, he is passionate helping clients leverage data, technology, and best-in-class service to enhance their asset management operations and stay ahead of industry trends.  In addition to multiple operational roles served at Xome, Shepherd has also had leadership positions at GMAC-RFC, American Home Mortgage, and ServiceLink.  Reg has a BBA from the University of Oklahoma and he received his MBA from DePaul University with an emphasis in real estate finance.

Over 35 years working in the mortgage industry, Oppenheimer recently served as Senior Advisor to the FHA Commissioner, where he was responsible for advising the Commissioner on updating FHA’s Single Family servicing policies to support sustainable homeownership, aligning FHA with industry best practices for Single Family servicing, and supporting FHA’s technology modernization initiative, FHACatalyst. In 2020, Oppenheimer advised the FHA Commissioner on FHA’s servicing policy response to COVID-19. Prior to joining HUD, Oppenheimer was with Fannie Mae for over 30 years, including as Senior Vice President of Credit Default Operations and Senior Vice President of Fannie Mae’s National Underwriting Center where he was responsible for ensuring lenders’ compliance with the agency’s underwriting policies.
